Hello, when I try to set up the smart contract verifier microservice in the BlockScout distribution, I encounter an error. The error is as follows:

What could be the issue? There are no missing environment variables, and everything seems normal. My Rust version is rustc 1.72.1 (d5c2e9c34 2023-09-13), and my Protoc version is libprotoc 3.6.1.

What do you think the problem might be?
