If u need to use any npm packages then u need command line.. since npm is a command line tool for easily adding packages to ur projects so u need cmd to deal with it..

Since u want to move from remix to vs code then u need npm package named truffle or hardhat which is only available in npm or yarn (yarn also command line tool)
