and what address are you trying to transact from?
looks like whatever address you're transacting from is not authorized to call that function
authorize() hasn't been called, so currently only the contract owner (0xB9c94D08480579B413078362F62a4c76b2711f62) can call setFees()

if you're trying to treat that variable as a number of hours, you can't just add " hours" after it, that's for number literals, not variable references
