If it is public the getter method is auto generated
the owner can get tokens from the contract balance

if its public ye, just call contract.methods.varriable().call() i think

it means owner can withdraw tokens that diposited to contract address?

Just look that up on etherscan
If code is not verified don't buy it, it's 99.999% a scam
