Is it possible to create a revert function that can be called by contract owner only, for transaction reversion if needed?

Additionally adding a vote function within it to let the community vote to decide if a transaction should be reverted (in case of scams)

a good example is anyswap, which utilizes sigs to cross chain transactions, you will sign a sig then they take money from your behalf

I know somene who has locked 30,000 usd in some project called helios and theirs emergency withdraw just reverts.
It shouldn't acc to the code but admins say that their stake is locked so emergency withdraw won't work lol
