Does a smart contract have to have the transfer ownership modifier in order for someone to take over the project or how would one take over a contract with locked LP that the devs fled from?

Also im very new to solidity programming and programming in general but once a Smart Contract is launched on the EVM is there a way to alter or change the code in said contract after launched? Or would one need to implement a new contract with the same but improved coding?

You could've added safemath library though, and not use it to confuse people more. For me, I looked at solidity version and saw no safemath, was 90% sure already it would be either an overflow or underflow
