no. ERC721 is an interface with declared but empty functions. The contract that want to be an ERC721 compliant, MUST interface with the ERC721 by way of the keyword "is". Then, in the inheriting contract of the ER721, it must declare the function and define the function behaviour but it can also be an empty function.
