it essentially times out BUT I still get the contract address and seems to work fine. Is this normal because it's in Kovan and a testnet environment? I am using Truffle

Truffle v5.3.0 (core: 5.3.0)
Solidity - 0.6.6 (solc-js)
Node v14.16.0
Web3.js v1.2.9

that's how got started and it was also on sale at that time. Only cost me $15USD. But it propelled me.
