hi, im still new in dapps. may i know what kind of trouble is it? sounds like there is some risk involved in dapps development.

It basically says that some people create dApps that might be illegal / regulated so they want to stay under the radar while still making these dApps. The trouble would start from shutdown of your project + big fines (additionally to paying back the earnings you made) and goes up to jail lol.

Sure, ask a lawyer
But in all seriousness, it's hard to know if something is illegal or not or even if it's regulated. In best case you read about some cases that happened in your country. Also, the US rules are often a thing you really have to take care about since sometimes - often times - the SEC's hand goes overseas once you sell to US citizens. I am no lawyer tho and this is no advice you should take. That's really something for a lawyer.

If everythings good and clean, then there is usually no trouble. But if owner isn't exactly "clean"...

Doesn't this worry anyone for uniswap? Very strange they would slap etherdelta but have no consideration for uni.

EtherDelta was quiet in the early stages of the law development, newer projects basically count with getting sued - I am quiet sure atleast - so they prepare. Of course, smaller projects are easier to catch - thus why devs stay anonymous as someone wrote I qouted before.
