Hi I'm only a the beginning of my developer journey. One thing I don't understand though is that is ethereum is open source how does it protect against bad actors. i.e. what is to stop a rogue developer with malicious intent bugging the system or a novice like myself breaking something. I'm pretty sure something like this did happen in 2017 with a novice developer. Is there any protocols in place for this?

Define "something"
Coz in most cases, an incorrect function call will end up in transaction revert

Sorry I can't define it anymore I'm really clueless when it come to the underlying mechanisms of eth. The scenario I had in my mind is lets say a competing crypto or a government that now see's ethereum as a threat. What is to stop them going in and changing code to sabotage the system

They can't. Ethereum and almost all crypto is considered as tamper proof because of the consensus. All they can do is ban trade of crypto in their nation or make holding crypto a crime
The immutability of each blocks keeps the blockchain solid
