Does anyone here know or have an idea how much a solidity developer charge to create/test a contract (ex.: for an ICO) ??

Generally it starts from $1500 for an ICO.

that's it?
the whole contract and its siblings?
"start from" and where could it go to?

Yeah! That includes contract from scratch to end.
That may vary, depending on the developer, on the complexity of contract, on the expected delivery time.

I am trying to quote a client but I have no idea how. Do you know/have some examples that I could base myself on and user to get an estimate?
great.. I will read through.... basically it is a SC for an ICO.
The SC variables are still not complete... like "burnable", "mintable", etc.
but will be an Crowdfund ICO that will later go on Exchange and the tokens will also be a utility token used in online services.
