Why do highload wallets have a limit of 255 simultaneous transactions?

On TON blockchain there are special highload wallets that can send out multiple transactions at once. But they also have a limit ā 255 transactions at once. How was that limit defined? Is there some technical limitation or is it just an arbitrary number set manually?
