Orbs is a layer above TON. Orbs relies on TON as base layer. Orbs is not supposed to help TON scale but to solve infrastructure problems that TON base layer doesn’t try to solve.
For example, to run a DAO governance normally votes need to look at a historic snapshot of holdings. TON contracts can only look at current state. So additional infrastructure layers add these functionalities

Can we say TON Storage also the feature that by using L2 to store the hash for the file you sharing?
- How can we using that? Let's say using a token voting based infra on TVM.
- It's not reliable if we using API to fetch the historical data right? Because that we store by centralized database that we can't verify the liability in general.
